Basically you'll put your image/video over the one that's not blurred. ![]() You'll need to use keyframes to do it (that's the easiest way). Basically you can apply a gaussian blur at some level (it's NOT the only way to create a blurry/out-of-focus image tho!). There are a number of different options for creating your blurry version. In this case, you'd take the associated file and create a blurred version. If you don't have PSP then you'll have to work with a photo editor program (in the case of video you'll need a video editor). either directly or using an adjustment layer (that is, you can use it for stills and/or video). It's something you can do for any layer then. First off, what version of PSP are you working with? If it's ver 4 the blur option is available and makes your solution an all PSP exercise. ![]()
